IMHO- Yes- Google is trying to restore the basic sanctity of Page Rank and its importance in its overall Search Technology.

Due to excessive manipulation of link selling/buying by webmasters, Google has finally changed its algo. --altogether and is making sure that the basic concept of quality relevant content + quality relevant backlinks from reputed sites with high Page Rank are the sole determining factors for Google SERPs.

This would make the whole webmastering job easier as webmasters would be concentrating on providing quality resources to normal surfers.</description>

2- Back links from the relevant sites (to which Google named as Important Pages) give more value as those are more natural

		<description>Great article. That may explain the delay. I don't buy text links but was wanting to sell some. 

This new update you are talking about would hurt both ends, as im sure 1/2 people are buying text links for purely pr reasons.
